Inno Setup extension for DSetup! Yeah, I went and made an extension DLL for Inno Setup that makes it a lot easier to package the DirectX installer. Download it if you use Inno Setup, a readme and installer (with source) is included in the zip file.

Windows OEM license changed - now motherboard bound. Still, you can upgrade your mobo without making it a whole new computer, as long as you're using the same CPU, memory, etc. so it still seems like some new form of prickism to me.
