The 8th USCCC had a unique format. The preliminary sections were small, but to advance to the final a player had to win at least one section outright and win or tie for first in a second section. Robert A. Karch was the ICCF-U.S. Secretary when this tournament began. In his column "I.C.C.F. Affairs" in the CCLA magazine The Chess Correspondent March-April 1986 he said:

"The innovative 7-player format will allow the 8th USCCC sections to be designated as AP Master Class sections, thus leading to an ICCF rating for all the players."

So, it was a technical trick to get the games rated by ICCF, something that hadn't been done with USCCC prelims in previous years. In fact, the first time the preliminary round of the USCCC was rated by the ICCF was the 12th USCCC. When Max Zavanelli took control of the 8th USCCC preliminaries he clarified that this event would not be rated, in accordance with standard ICCF policy at that time.
