This is the author. Contrary to H. Hogan's claim, SSA numbers are still assigned in groups by state, even though they have not been issued by the state field office since 1973. See http://www.ssa.gov/foia/stateweb.html and pages linked from there for a wealth of information on SS numbers.

Be careful in using this utility. Sometime between July 1994 & July 1995 individual states no longer issued social security numbers. All states had to "return" unissued numbers to the Social Security Administration, who is now responsible for issuing all SSN's. There is no longer any logical sequence in which numbers are issued, and no connection between state of SS# request and first three digits of the number issued.
