The White House issued Homeland Security Directive-3, in March 2002, which established five threat conditions for possible terrorist attack.
Since March 2002, the United States has remained on yellow alert. Although no specific threat was disclosed.
On Tuesday Sept. 10, 2002 the U.S. Homeland Security Office raised the nationwide state of alert to an ORANGE level, signifying a high risk of terrorist activity.
The risk level was raised on the eve of the one year anniversary of the terrorist attacks of September 11.
General explanations were given for preparedness activities for each level, but these were intended mainly for government agencies. Across the country questions of ?What does a condition ?yellow? mean to me or my family?
Let's hope we would not need to really deal with any of those codes.
