A bill about total ban for tobacco advertising and tying products was introduced in the State Duma, RIA Novosti reported. The document was presented by United Russia.
It is suggested that ban for tobacco advertising should come into effect on July 1, 2008. An exception is likely to be tobacco sale outlets. Moreover, free distribution of tobacco products as part of advertising campaigns, promo actions in places where retail sale of tobacco products is prohibited, will not be allowed. According to the document, under-aged citizens will not be allowed to take part in tobacco advertising campaigns.
The bill is intended for conformation of Russian legislation with WHO Convention of Struggle against Smoking as for May 21, 2003, which declares total prohibition of promotion, advertising and sponsoring of tobacco products. The bill is suggested to become a part of the law "On advertising".
"On advertising" law already partially prohibits advertising of tobacco and tying products. This ban comes into effect for tobacco advertising in television and radio programmes, cinemas, magazines and newspapers for youth, audio and video products, on the first and last pages of newspapers and magazines.
