Bulgaria was forced to stop two old reactors in its only nuclear power station on 31st December after it joined the EU in order to fall into line with security norms set by Brussels. Four of the six reactors in this station, running since 1980 were closed on the EU's request.

The membership treaty for Bulgaria was signed in April 2005.
Before this treaty is submitted to the French Parliament for
ratification and a few weeks prior to the European Commission making its
pronouncement on the opportuneness of postponing membership, planned for 1st
January 2007, by a year, the Delegation wished to draw up a further report on
the state of preparation of Bulgaria.
The title of this report is: Bulgarian
membership, being demanding in order for integration to succeed (11th April
2006). The report indicates that although further effort is still required by
this country in order to meet political membership criteria, there is no
justificaiton for actually postponing membership.

Scope and Issues
This cycle is a line of seminars dedicated to contemporary societal developments
likely to increase social fragility and harm social cohesiveness. Three major
areas will be particularly accented: economic instability and precariousness,
ethnic and cultural contradictions, interpersonal and mental health problems. It
will develop the TISR Model (http://www.socialcapital-foundation.org/editorial_information/tisr_model.htm).
The objective is to shed light on the possibly destructive effects of these
developments, to discern the interactions between these three fields, and to
draft innovative social policy responses. The cycle may also raise the
appearance or comeback of important societal risks the understanding of which
involves a sociopolitical analysis, such as large public health issues, failures
of the food chain, geopolitical risks, and democracy issues in Western
countries.
