[what is this?]
Liviu Dieter Nisipeanu, born in 1976 in Romania, first came to the attention of the chess world by making the semifinals of the 1999 FIDE World Championship in Las Vegas. A virtual unknown before the event, he eliminated leading players Alexey Shirov and Vassily Ivanchuk, among others, before finally losing to the eventual champion Alexander Khalifman.

In 2005 Nisipeanu took clear first in the 6th European Individual Championship (2005). On the FIDE world ranking list that October, Nisipeanu had a rating of 2707, making him fifteenth overall.

<Alphastar> well, you never know...over all one might say morozevich is better, but then again chucky had even higher rating when got beaten by nisi. i dont know how many (if any) games they've played, but, on the realistic side, i dont think nisi would have many chances to beat moro in a match.
