Adequately wet

The phrase "adequately wet" is an environmental term referring to handling of asbestos containing work such as demolition of old houses containing asbestos tiles or roof. Since there is no minimum threshold for safe level of outdoor asbestos particle concentration, handling of it should be made by making it wet in order to prevent escaping of particles. United States environmental protection agency defines term adequately wet as sufficiently mixed or penetrated with liquid to prevent the release of particulates [1].
