With right sides tog, fold bootie in half and whipstitch seam
down front of cuff,
foot, and sole. Turn bootie right-side out.
Ties (make 2): With smaller hook and contrast color, ch 85.
Fasten off.
Weave ties through spaces between Rows 3 and 4. Knot ends of
chain and trim.
Tie into bow.
Alternatively, use ¼” ribbon for ties.
