It was common in the sixties and seventies for Soviet masters to lead distinguished careers without getting an international title, since at the time you had to play a certain number of foreigners to get the required norms.

According to Chessmetrics, Cherepkov had some amazing results late in life. The site lists him as being in the top ten all time for his age group, from age 63 through 77.
