Christopher C. Horner

Senior Fellow

Christopher C. Horner serves as a senior fellow at the Competitive Enterprise Institute. An attorney in Washington, D.C., Horner has represented CEI, scientists, and members of the U.S. House of Representatives and U.S. Senate on matters of environmental policy at the federal court level and before the U.S. Supreme Court.

Horner is regularly mentioned and published by The Washington Times, National Review, Investor's Business Daily, and Washington Examiner. He is a frequent contributor to The Wall Street Journal "Letters to the Editor" section and occasionally writes for United Press International, Energy Tribune, Spain's Actualidad Economica, and the EU Reporter, Brussels' legislative news magazine. Horner has discussed legal, policy, and political issues hundreds of times on television and radio programs in the United States, Europe, Canada, and Australia. He was also a guest on The Daily Show with Jon Stewart in 2007. 

Horner is the author of three best-selling books: Power Grab: How Obama’s Green Policies Will Steal Your Freedom and Bankrupt America (2010); Red Hot Lies: How Global Warming Alarmists Use Threats, Fraud and Deception to Keep You Misinformed (2008); and The Politically Incorrect Guide to Global Warming and Environmentalism (2007), which spent six months on The New York Times best sellers list.

Horner has testified before the United States Senate Committees on Foreign Relations and Environment and Public Works, and has worked on legal and policy issues with numerous think tanks and other policy organizations around the globe. An avid public speaker, he has given numerous addresses before the European Parliament and policymakers in multiple European capitals on topics ranging from rail deregulation and unfunded pension liability to a variety of energy and environmental issues.

Horner serves on The Federalist Society's International and National Security Law Practice Group's Executive Committee for a respected assembly of lawyers. He is also a senior legal fellow at the Energy and Environment Legal Institute. He received his Juris Doctorate from Washington University in St. Louis, where he received the Judge Samuel Breckenridge Award for Advocacy.
