MIRG Services and Training in Europe

The report assesses how different European countries have organised their fire and rescue services at sea and how the emergency fire and rescue services' personnel are trained to with ship fires. The training of the emergency fire and rescue services' personnel is examined in order to identify the similarities and differences between different countries' training systems. It also lays out the possibilities for enhanced international cooperation in MIRG training in future.MIRG Services and Training in Europe

European Maritime Traffic Risk Assessment on Ship Fires

The report's analysis contains an overview of trends in European commercial maritime traffic, as well as risk assessment of ship fires in the European area. The analysis found that in the context of European commercial maritime traffic, the cargo volumes handled by European ports has remained at almost the same and that there has been a clear fall in passenger number.

With regard to ship fires, Europe's maritime safety status can be classified as moderate when based on accident statistics, however on the basis of Port State Control inspections, both operators and vessels should pay more attention to fire safety.

Ship Fire Incident Analysis

The report analyses ship fires that occurred in Europe in the 2000s in order to support the development of the joint coordination models and operational guidelines. The analysis consist of a brief overview of ship fires in Europe and their special nature and a case analysis of seven ship fires which were examined in greater detail. The report also lays out recommendations to take into consideration in developing cooperation between MIRG operations and vessels.Ship Fire Incident Analysis

Operational Guidelines for International MIRG Operations

This report presents the Operational Guidelines developed in the Baltic Sea MIRG project, their background and development process. Guidelines are the following:

MIRG Operational Guideline 2 - Requesting Assistance
MIRG Operational Guideline 3 - Communications
MIRG Operational Guideline 4 - Fire Liaison Officer
MIRG Operational Guideline 5 - MIRG Operation Commander
MIRG Operational Guideline 6 - Occupational Safety during a MIRG Operation
MIRG Operational Guideline 7 - Distress Vessel

The primary purpose of the guidelines is to provide general principles of MIRG operations and coordination in different countries to ensure efficient international cooperation on a common incident. The results can be utilized by introducing the principles of the Operational Guidelines into national operating instructions or by adopting them straight to national use.

This summary report contains the outcomes and key results of the Baltic Sea MIRG project and presents recommendations for future development of MIRG services.
