Dear President Clinton,
On October 7, 1990, my daughter, Shamema Honzagool Sloan, then 8 years old, was kidnapped in Fujairah, United Arab Emirates, and brought to the United States. I have never been able to get my daughter back.
This was not a parental kidnapping. The kidnappers had no connection with either the mother or the father of the child. These kidnappers were not relatives of the child, did not have custody of the child and did not have any legal relationship whatever with the child. They wanted this child for the sake of converting her to their religion. The mother of this child resides in her native Pakistan and had nothing to do with this.
What makes this case so difficult is that these kidnappers had the cooperation and the assistance of a corrupt agent of the FBI, a crooked United States attorney and two very obviously crooked state court judges. On October 20, 1990, less than two weeks after having kidnapped this child, these kidnappers were allowed to file a petition for the custody of this child in the Juvenile and Domestic Relations Court of Amherst County, Virginia, although such a child custody petition was obviously barred under the Uniform Child Custody Act and under international law, especially since the custody of this child had previously been decided by the Supreme Court of New York State. Then, when I found out that my child was in Virginia and I came to Virginia to recover my daughter, these kidnappers had me immediately arrested on completely fabricated charges. They have been able to have me arrested a total of ten times, all with the cooperation of these same corrupt judges, prosecutors and the FBI agent who assisted in the original kidnapping of this child.
Less than 24 hours after my daughter was kidnapped on October 7, 1990, I reported this kidnapping to John P. Butler, an agent of the FBI, whom I knew to be involved in the case. He told me that he would investigate the matter, but of course he never did so, as he was involved in the kidnapping itself. The United States Attorney on this case was Morgan Scott Jr. He, too, has quashed every effort to investigate this case, because he was also involved in the efforts to kidnap my child.
The actual kidnappers were Charles and Shelby Roberts of Madison Heights, Virginia. Almost needless to say, they are connected with Jerry Falwell, a politically powerful religious leader in Lynchburg, Virginia, who has been able to protect these criminal kidnappers from any prosecution. They are keeping my daughter a prisoner in Jerry Falwell's school and Jerry Falwell's church.
I have written six detailed letters to the FBI about this case, providing in great detail the evidence and circumstances surrounding this kidnapping. Yet, I have never received a reply to any of these letters. I have also written to the Department of Justice. Again, no reply. A friend wrote a letter to you, Bill Clinton, about this. Your staff replied that this matter had been referred to the Department of Justice, who would respond within 30 days. That was more than three years ago. No response has ever come.
There cannot be the slightest doubt that a kidnapping took place, because my daughter disappeared from the front yard of our home in Fujairah, United Arab Emirates on October 7, 1990, and showed up in the home of Mr. Charles Roberts in Amherst County, Virginia on October 9, 1990, less than 36 hours later. How else could an 8 year old child have made such a journey, without the knowledge or involvement of either of her parents?
In 1990, the United Arab Emirates charged, and, in 1991, tried and convicted, in absentia. Charles Edward Roberts for the kidnapping of my daughter. Interpol has been notified for a warrant for his arrest. The Department of Justice is well aware of this arrest warrant, but is refusing to arrest, or even to investigate, Charles Roberts for this crime.
On six separate occasions, I have tried to file a federal civil case about this. A crooked federal judge in Roanoke, Virginia, Judge James C. Turk, has left standing instructions with the clerk to refer these matters to him and otherwise not to receive my complaints. On three of these occasions, Judge Turk would not even allow an index number to be assigned to my case. On the other three occasions, Judge Turk "dismissed" my complaint sua sponte without even allowing a summons to go out. Yet, Judge Turk has ordered my arrest two times over this, once on September 30, 1986 and again on August 3, 1992. In short, the criminal kidnappers of my daughter have ready access to Judge Turk, whereas I am not even allowed to file a civil complaint. (Judge Turk once told me on the telephone that these people have adopted my daughter. That is absolutely untrue. They have not adopted my daughter, nor have they even filed a petition to adopt my daughter. Even if they had done so, I should still be allowed to file a court case over this, especially since the federal courts clearly have jurisdiction under the Hague Convention and under the International Child Abduction Act, 42 USC 11601.)
At the bottom of all this are two monstrously criminal and crooked judges of Amherst County, Virginia, Judge Lawrence Janow and Judge Michael Gamble, who are former law partners. Michael Gamble was a private lawyer at the time of this kidnapping. In 1986 and 1989, he had filed lawsuits against me and my mother over the title to my mother's house and various other matters pertaining to my late father's estate. These lawsuits are still pending. When Michael Gamble was appointed as a judge in 1991, he immediately had all of the cases involving my family assigned to him personally. Thus, he became a judge over the very cases which he had filed. A more egregious violation of judicial canons cannot be imagined. He later had me falsely charged for failure to appear before him, even though no hearing before him had been scheduled or took place. In August, 1992, I was arrested in San Francisco and later extradited to Lynchburg, Virginia. A crooked prosecutor, William G. Petty, who was also involved in the kidnapping of my daughter, prosecuted me on this obviously frivolous charge. I was convicted and sentenced to five years. Three appellate judges, in an opinion by Judge Koontz, later wrote: "There is no factual basis for Sloan's conviction." Yet, my conviction was allowed to stand, because my court appointed attorney had failed to raise the proper objections at trail and had failed to frame the proper issues for appeal.
Since the FBI, the Department of Justice, the Lynchburg Commonwealth attorney and judges of the state and federal courts, have all become involved in or accomplices to the criminal kidnapping of my daughter, I have no choice but to ask that you, the President, become involved in this matter. In the first place, everybody knows that my daughter was actually kidnapped. There cannot be the slightest doubt about that. Secondly, the kidnappers were not parents or even relatives of my daughter, so the parental immunity from the federal kidnapping laws does not apply. I believe that some of the state and federal officials who assisted Charles and Shelby Roberts in this kidnapping of my daughter believed at the time that they had custody or some other right regarding this child. They were mistaken. The Roberts did not have custody or guardianship in any way, shape or form over this child at the time that they kidnapped her. Even though they have since been awarded custody by the same two crooked judges who assisted in her kidnapping, that does not negate the fact that a crime has been committed and that they need to be prosecuted for that.
Since the state and federal officials are so deeply involved in this kidnapping and since they are so obviously interfering with the administration of justice, I ask that a special prosecutor be appointed in this case. As pointed out previously, this is simply an open and shut case of child kidnapping. There can be no doubt about that.
I am demanding the following things:
1. The arrest and prosecution of John P. Butler, FBI agent, and Morgan Scott, former US Attorney (now Clerk of the Court) for conspiring to kidnap my daughter, Shamema Honzagool Sloan, for interfering with the administration of justice, for falsely causing to be issued two federal warrants for my arrest when no federal charges had been brought or could possibly have been brought against me and for ignoring an arrest warrant issued by the United Arab Emirates for the arrest of Charles Edward Roberts for the kidnapping of my daughter.
2. The arrest and prosecution of Judge James C. Turk for interfering with the administration of justice by preventing me from filing six federal cases to recover or to protect the rights of my kidnapped daughter and for causing to be issued two warrants for my arrest when no federal charges had been brought or could possibly have been brought against me.
3. The arrest and prosecution of William G. Petty, Lynchburg Commonwealth Attorney, for conspiring to kidnap my daughter and for misprision and the bringing of false charges against me when I am manifestly not guilty, in aid of a criminal scheme to kidnap and withhold custody of my daughter, and for falsely causing to be issued two federal warrants for my arrest when no federal charges had been brought or could possibly have been brought against me.
4. The arrests and prosecution of Judge Michael Gamble and Judge Lawrence Janow for conspiring to kidnap my daughter and for issuing false and fraudulent court orders against me, in the absence of all jurisdiction to do so, as part of a criminal scheme to kidnap my daughter.
5. The arrest and prosecution of Charles and Shelby Roberts of Madison Heights, Virginia for the actual kidnapping of my daughter. The date of birth of Charles Edward Roberts is April 14, 1934. His Social Security number is 231-38-0049.
I also want to have Stephen R. Pattison, a corrupt United States Consular officer then stationed in Bangkok, Thailand, arrested and prosecuted for the actual kidnapping of my mother, Dr. Helen Marjorie Sloan, who was kidnapped in Thailand on September 3, 1990, and for the attempted kidnapping of my daughter on the same date. My mother's bank accounts have been frozen since 1986 by a crooked judge in Lynchburg, Virginia, all as part of criminal scheme to kidnap my mother and my daughter. My mother should be 86 now. Her date of birth is March 17, 1910. I do not know where my mother is or even whether she is dead or alive.
