As part of the 2009 Defence White Paper, the Government committed to fundamental and extensive reform of Defence business to improve accountability, planning and productivity in the organisation.

The Strategic Reform Program – Delivering Force 2030 booklet sets out the details of the Strategic Reform Program and shows how the gross savings of around $20 billion over the ten years to 2019 will be achieved.

This money will be reinvested in Defence to deliver stronger military capabilities, to remediate areas where there has not been enough funding in the past and to modernise the Defence enterprise ‘backbone’, which is essential to support the fighting force.

Gender in Defence and Security Leadership Conference Proceedings
On 12-13 March 2013, the Department of Defence, in conjunction with the Royal United Services Institute (RUSI) of Australia, held its inaugural Gender in Defence and Security Leadership Conference. Over 250 participants took part in this event, held at the National Convention Centre in Canberra. The Conference explored how gender can build capability within the Defence and Security services, and helped to identify what the barriers to building such capability might be. Australia took the opportunity to benchmark progress against militaries from similar nations, such as the United States of America, the United Kingdom, New Zealand and Canada. Speakers at the conference were both men and women, civilian and military, international and national. The outcomes of the conference included a proactive commitment to making the changes necessary for cultural reform.

Re-thinking systems of inquiry, investigation, review and audit in Defence

On 8 November 2011, the then Secretary of Defence (Mr Duncan Lewis) and the Chief of the Defence Force (General David Hurley) commissioned Mr Mark Cunliffe (Head Defence Legal), Mr Geoffrey Brown (Chief Audit Executive) and Major General Gerard Fogarty (Head People Capability) to conduct a review of all investigation, inquiry, review and audit systems, processes and structures across Defence.
The Stage A report was provided to the Secretary and the Chief of the Defence Force in August 2012.
The Stage B report is due to be delivered to the Secretary and the Chief of the Defence Force in February 2013.

Under the Support for Wounded, Injured or Ill Program (SWIIP), Defence and Veterans’ Affairs work together to deliver consistent care and support to all wounded, injured or ill members during their service and after transition from the ADF.
Recognising that responsibility for the delivery of the necessary care and support is shared, Defence and Veterans’ Affairs signed a new Memorandum of Understanding (MOU) on 5 February 2013 that sets out the principles and provisions for the Cooperative Delivery of Care and support to Eligible Persons. This MOU also sets out new governance arrangements designed to ensure the provision of care and support remains best practice.
